Our Board of Directors and Staff

Harry G. Shaffer, III Harry G. "Chip" Shaffer, III
President and Incorporator
A graduate of WVU College of Law, Chip is a partner at Shaffer & Shaffer Law Offices in Madison, WV.  He has served as president of the WV Defense Trial Counsel and participates as a member of the Defense Research Institute and the WV State Bar Association.  Chip is also a member of the WVU Alumni Association, the Boone County WVU Alumni & Friends, the Madison Rotary Club and the Madison Baptist Church.  He serves on the Alderson Broaddus College Board of Trustees and the Boone County Bank Board of Directors.  He is Assistant Scoutmaster of Troop 289 of the Buckskin Council of the Boy Scouts of America.
DavidQuisenberry David Quisenberry
Vice President
David is a lifelong resident of Boone County and received an M.B.A. from the Marshall University Graduate College.  He works for Merrill Lynch in Charleston as a Financial Advisor and is part of a Financial Advisory Team called "The QM Group".  He lives in Danville with his wife, Valeria and two children.  He currently serves as Vice President of the Madison Rotary Club.

Treasurer
Terry is a lifelong resident of Boone County.  He is the Finance Coordinator for the WV State Department of Education.  A certified Public Accountant, Terry is a member of the WV Society of CPA's.  He serves as treasurer of the Madison Baptist Church and treasurer of the Danville Lion's Club.

Gary Sumpter
Board Member
Though born in Braxton County, WV, Gary has been a resident of Boone County since 1959.  Gary received his undergraduate degree in education from Glenville State College, his MA from West Virginia University Graduate College, and his Administrative Certification from Marshall University Graduate College.  He has served Boone County for 50 years as an educator, administrator, and Board of Education Superintendent.  He is currently Treasurer of the Boone Madison Public Library Board of Directors, a Mason, a member of Madison Methodist Church, and a supporter of the Arts.

Jerry Bias
Board Member
Jerry is a native and life-long resident of Boone County.  He earned his Associate degree at Salem College and his BA at the University of Charleston.  Jerry is a long-term member of the Independent Order of Oddfellows and Operator and Owner of 3-D Management Services, Inc.  An active member and layperson at Madison Methodist Church, Jerry sings with the Madison Gospel Quartet and serves on various boards and committees.

Kathy is a lifelong resident of Boone County.  A graduate of Southern WV Community and Technical College and MarshallUniversity, she is a  Family Nurse Practitioner employed by Madison Medical, PLLC and Boone Memorial Hospital.  Kathy served five years as a Councilwoman for the City of Madison and was a founding member of REV UP Madison.  She is a recent recipient of the prestigious Paul Harris Award from the Madison Rotary Club.  She is a member of the American College of Nurse Practitioners, Madison Baptist Church and the Order of the Eastern Star, Madison Chapter 121.
Mary A Browning Mary A. Browning
Board Member
Mary Ann is a lifelong resident of Boone County.  She is a member of the First Baptist Church of Racine where she has served on the finance committee and as assistant choir director.  She is a member of the Eastern Star Chelyan Chapter and a lifetime member of the WV Association of Retired School Employees.  She serves on the Board of the Coal River Group and as Chairman of the Big Coal River Group Branch.  Mary Ann retired as a school secretary from the Boone County Board of Education.  She is a past President of the Boone County School Service Personnel Association, past President of the WV School Service Personnel Association, and past President of the Boone County Association of Retired School Employees.

Amy Brown
Staff
A long-term resident of Boone County, Amy is the only paid staff person at the Foundation, where she has worked as the Managing Director since 2003.  Amy received her undergraduate degree from West Virginia State College in secondary education.  Before coming to the Foundation, she worked as a Federal Employee for six years with the Social Security Administration.  Amy is a member of Bible Baptist Church in Danville, WV, where she is the Director of Children's Choir ministries.  She is an active member of the community, assisting groups such as Girl Scouts, S.T.A.G.E., Inc., and Madison Elementary PTO.
